Waymo Launches Fleet-Wide Software Update to Improve Emergency Navigation

Waymo is running a fleet-wide software update to improve their emergency response. According to CNBC, the Waymo navigation update comes three days after a widespread power outage in San Francisco caused robotaxis to stall.

Operational Challenges Affecting Robotaxis

The power outage caused traffic and spotlights in San Francisco to malfunction. The infrastructural disruption prompted Waymo to suspend its robotaxi service in the city as a precautionary measure.

This move highlighted the operational challenges facing autonomous taxi services operating in dense urban environments. As San Francisco experienced widespread gridlock, videos of several stalled Waymo vehicles, in different locations and with hazard lights flashing, surfaced on social media.

“We directed our fleet to pull over and park appropriately so we could return vehicles to our depots in waves. This ensured we did not further add to the congestion or obstruct emergency vehicles during the peak of the recovery effort,” Waymo wrote in a blog post.

The power outage started early afternoon on December 20, 2025, and peaked about two hours later. The Pacific Gas and Electric (PG&E) estimated that about 130,000 customers were affected after a fire caused extensive damage in one of its substations. By the following morning, an estimated 21,000 customers still had no power.

Situation Exposed Vulnerabilities in Waymo’s System

The San Francisco power incident exposed a unique weakness in Waymo’s self-driving technology, even as the company prepares to introduce robotaxis in London next year. As traffic lights went off, Waymo vehicles lost their ability to safely navigate intersections.

Waymo’s autonomous driving system had not been designed to degrade when critical infrastructure fails. The latest Waymo robotaxi upgrade is intended to patch this critical vulnerability to enable fleets to navigate intelligently in such situations.

“We’ve always focused on developing the Waymo Driver for the world as it is, including when infrastructure fails,” the company mentioned in the blog post.

Waymo’s navigation improvements also include integrating context information about regional power outages to enable its vehicles to navigate intersections more decisively. Recently, the autonomous ride firm announced plans to raise $15 billion to expand its robotaxi service. The company is in discussions with potential investors to raise the funds in early 2026 at a valuation of $100 billion.

Focus on Emergency Response Protocols

In addition to the 2025 Waymo fleet navigation improvements, the Alphabet-owned autonomous vehicle is taking two other steps. The company is working with the San Francisco Mayor Daniel Lurio and his team to improve its emergency response protocols with a view of enhancing the company’s emergency preparedness.

The company is also improving its first responder training based on lessons from the recent event and other widespread ones. Waymo already provides paid robotaxi service in California’s Bay Area, as well as Austin, Phoenix, Los Angeles, and Atlanta.
