Microsoft Drops Claude Code Licenses, Pushes Copilot CLI Across Key Teams

Microsoft is dropping most Claude Code licenses used internally by its staff at the end of this month. The move is aimed at getting engineers to switch to GitHub Copilot CLI after Claude became more popular than Microsoft’s own AI tool.
The tech company introduced Claude Code to its employees in December 2025. Thousands of employees, including coders, designers, project managers, and other non-technical staff were encouraged to experiment with AI tools.
Why is Microsoft Dropping Claude Code?
When Microsoft introduced Claude Code to its employees, the idea was to learn how AI tools work and explore to see where AI coding fits within the company. The approach worked well until engineers in the company consistently used Claude Code more than Copilot CLI.
Microsoft was building and selling Copilot CLI to its customers, creating direct competition between the two products. The company reportedly said the switch to Copilot CLI is part of a wider plan to mainstream it across its Devices and Experiences divisions. However, the move is reportedly part of the company’s cost-cutting strategy.
Microsoft’s financial year closes on June 30, 2026, the date when the company plans to drop Claude Code licenses. Cancelling the licences before the new fiscal year is a simple way of reducing operating expenses. Tech companies are also exploring ways to cut agentic coding costs as compute-based pricing burns budgets within a short time.
Anthropic introduced usage-based pricing for Claude plans last month. In the pricing model, monthly credits are replenished every billing cycle. Subscriptions start at $20 per month per user. Max 5x and Max 20x users receive credit worth $100 and $200 respectively.
Which Teams Will be Affected Most by the Shift from Claude?
The shift in Microsoft’s AI coding tools strategy will have a direct impact on the Window’s maker Experiences + Devices division. The division comprises teams that work on Windows, Outlook, Surface, Teams, and Microsoft 365. Engineers in this division will be shifting to Copilot in the coming few weeks. The tech company said Claude Code was a learning experience that enabled it to benchmark tools in “real engineering workflows” alongside Copilot.
“Claude Code was an important part of that learning. At the same time, Copilot CLI has given us something especially important: a product we can help shape directly with GitHub for Microsoft’s repos, workflows, security expectations, and engineering needs,” Microsoft’s Executive VP for Experiences + Devices, Rajesh Jha noted as cited by Mint.
What Next for Microsoft Copilot?
The Windows maker has asked its developers to report bugs and file feedback on Copilot CLI before Claude Code licenses lapse at the end of this month. But moving forward, the company will invest more in Copilot CLI to enhance its integration into Microsoft’s engineering workflows. Beyond Claude Code licenses, Microsoft has partnered with Anthropic to integrate the Claude AI model in Copilot across its suite of workplace tools.
